Skills Redevelopment Programme for the PE Industry


The Singapore Precision Engineering and Tooling Association and the National Trade Union Congress (NTUC) have jointly spearheaded SRP-PE.

Launched in December 1999, it was the objective of SPETA, and its programme partners and participating companies, to continuously upgrade and update the skills level of the Singapore workforce in order to improve their international competitiveness and to avoid structural unemployment. It was established to augment the employability if Singaporean workers, especially the middle-aged and under-educated workers, by equipping them with better skills to meet the standards required.

The SRP-PE is co-ordinated by SPETA and jointly managed by the SRP-PE Working Committee which consists of representatives from National Trade Congress and affiliate unions, Productivity and Standards Board, Ministry of Manpower, Economic Development Board, Institute of Technical Education, Precision Engineering Application Centre, Precision Optics Training Centre and Nanyang Polytechnic.

3D CAD/ CAM/ CAE Training & Development

The SPETA- 3D CAD/CAM Unit is jointly set up by SPETA and EDB under the Local Enterprise Technical Assistance Scheme, with the objective of training a critical pool of CAD/CAM manpower to support the upgrading of our precision engineering industry with 3D CAD/CAM tooling design and manufacture capabilities. The unit started its operation in December 1996, and has since provided CAD/CAM training courses and programmes for more than 600 mould designers and CAM programmers.

The unit offers a wide range of training courses, covering the generic Unigraphics CAD and CAM training courses, and specialised training programmes tailored to meet the specific training needs of individual companies. Besides these training courses, the unit has also successfully supported the Gintic Institute of Manufacturing Technology in their "3D CAD/CAM Programme- Training in Critical High-End Skills", which offered the Unigraphics CAD/CAM software at a special promotional pricing and specialised training with heavy subsidies from the Skills Development Fund. In addition, the unit has also developed a new CAD/CAM training programme with NTUC, which is supported under the Skills Redevelopment Programme and Skills Development Fund. Diploma in PE (Part-Time)

The 3-year part-time Diploma in PE, launched in conjunction with the SRP-PE, was started in January 2000. Its first intake had attracted 114 applications with only 72 participants selected; while the second intake in January 2001 had 167 applicants, out of which, 103 were enroled. Response continued to grow and as a result, the third intake early in 2002 saw a further increase to 148 places. The course aims to provide new opportunity for the training and upgrading of existing pools of PE manpower with suitable qualifications to meet the changing needs of the PE industry by equipping them with the latest technology and IT enabling tools in the design and manufacturing of precision tools.

Industry Training Awards Programme (ITAP)

ITAP, which was jointly developed in April 2000 by EDB, PSB and ITE is open to Singapore citizens, Singapore PR holders and foreign school leavers who meets the educational entry requirements. The first intake in January 2001 saw an intake of 64 students from China; while the second intake in July 2001 also saw 64 enrolments, half of which were from China and the other, from India. Upon completion of training and obtaining the NTC-2 qualification, foreign students are required to serve their sponsoring companies for an industrial attachment for three years.
