Strategic Management Manpower Conversion Programme for Internationalisation


In an Internationalisation Capability Study by IE Singapore, with Hewitt Associates, conducted last year, local executives were found lacking in core internationalisation skills. On a scale of 1 to 5 (with 1 being least effective), local executives were rated below 2 for six core skills namely International Business Development, International Marketing, International Product Development, International Finance, International Human Resource, and International Supply Chain Management.

Launched on 29 January 2003, the SMCP (Internationalisation) helps to offset the costs of training and other related expenses for pre-approved courses in International Business Development and International Marketing

The objective of SMCP (Internationalisation), an initiative by International Enterprise Singapore (IE Singapore) in partnership with the Ministry of Manpower (MOM), is to enlarge the pool of executives with core internationalisation skills to pilot Singapore-based enterprises ahead in today's increasingly borderless global economy. IE Singapore aims to train 400 executives over the next 3 years under SMCP (International).

SMCP (International) can benefit both local companies sponsoring their executives for pre-approved courses, as well as self-sponsored executives attending pre-approved courses.

Support provided under SMCP (International) includes:

a. Course Fee Support: Up to 50% of the course fee, or S$4,000, whichever is the lower.

b. Training Allowance for Full-Time Training: Up to 50% of an executive's basic salary capped at S$800 per month for the entire period of full-time training.

c. On-the-Job Training (OJT) Allowance: Up to 50% of an executive's basic salary capped at S$800 per month (for Singapore posting) and S$2,000 per month (for overseas posting), whichever is the lower, for a maximum of 3-months on condition that the company employs the executive for a period of at least 6 months after the completion of the course.
